She was brought up, the daughter of the mayor of District 11 at the time. With a rich upbringing, she was indoctrinated with a prejudice against those of lower classes and so she can be very difficult to deal with when she is obstinate in her thoughts and can be insensitive in what she says. She does care about those she mentors, it just often comes out as uncaring and often plain rude.

Game Strategy:

Playing a 'little rich girl' card in the interviews, she gained many sponsors and let the other tributes underestimate her abilities. While it gave her several enemies in those who started to hate her attitude and loudly flaunted opinions on people, it also meant she could draw those who hated each other as well, together. This gave her opportunities to sneak unsuspecting to the tributes who realised the game too late.
