A staunch supporter of both the Capitol and the Hunger Games, he helps Lagena run the Training Centre in 4 and is poised to take over from her when she retires. He is trustworthy and sticks to his morals without wavering, even if it is controversial.

Jackson was an unlikely winner for the Games, having remained very much in the background of the Career pack until the pack split up and he killed his allies which left him with only a few, weaker tributes to kill which he did with ease and no qualms.
